U.S. Senators Mike Crapo and John Hickenlooper have reintroduced the Fighter Force Preservation and Recapitalization Act, S. 873, aimed at preserving the U.S. Air Force's fighter force structure. The legislation seeks to prioritize the recapitalization of 39 service-retained, combat-coded fighter squadrons available to the Secretary of Defense for global response.
"Highly-trained, experienced and prepared forces are a key component of our country’s national defense," stated Crapo. He emphasized the importance of preserving National Guard fighter squadrons like Idaho's 190th Fighter Squadron from reductions that could impact national security.
Hickenlooper added, "A strategy for the future of our Air National Guard fighter fleets strengthens our national security." He highlighted that their bipartisan bill directs updates to all National Guard fighter squadrons, including Colorado's Buckley-based 140th Wing.
Major General Tim Donnellan noted that passing this act is crucial for maintaining a ready and lethal Air Force. He stated, "The Idaho Air National Guard’s 190th Fighter Squadron has a long history of operational excellence."
Major General Laura Clellan highlighted the cost-effectiveness of Air National Guard wings compared to active-duty counterparts, stating they provide significant value while retaining talent exiting active duty.
"Our ability to fight and win the wars of the future will require robust combat air power," said Major General Francis McGinn (Ret.), emphasizing the critical role of the Air National Guard in U.S. air power.
Idaho’s 190th Fighter Squadron has supported numerous operations across Southwest Asia and is scheduled for deployment again in 2025.
Crapo and Hickenlooper introduced this bill in Congress as part of efforts within the Fiscal Year 2025 National Defense Authorization Act to sustain and recapitalize fighter fleets for the Air National Guard. Of current ANG Fighter Squadrons, many lack plans for modernization or replacement of retiring fighters.
The act aims to raise minimum numbers of combat-capable fighters, establish oversight requirements for force structure modifications, prioritize recapitalization across units not assigned to combatant commanders, and require reports on ANG squadron recapitalization.
Several senators have joined as co-sponsors alongside Representatives Don Bacon and Jason Crow who are leading companion legislation in the House. The act is supported by organizations such as NGAUS and EANGUS.
