U.S. Senators Mike Crapo, Mark Kelly, and John Hickenlooper have expressed approval for the inclusion of language from the Fighter Force Preservation and Recapitalization Act in the Fiscal Year 2025 National Defense Authorization Act (NDAA). The Senate passed the NDAA with an 85-14 vote.

The Fighter Force Preservation and Recapitalization Act was introduced by Crapo and Hickenlooper in July 2023, with Kelly securing its language in the FY 2025 NDAA.

Crapo stated, "Force reductions in squadrons--such as the Idaho Air National Guard’s 190th Fighter Squadron--reduce preparedness and jeopardize the strength of our fighting force." He emphasized that including this language requires a plan for sustainment and recapitalization of Air National Guard fighter squadrons to ensure their preservation amid national security threats.

Maj Gen Tim Donnellan, Adjutant General of Idaho, remarked on the importance of preserving and modernizing Air National Guard fighter squadrons. He noted that this effort is crucial for maintaining readiness and capability in air combat operations.

Kelly highlighted the critical support role played by the Air National Guard, stating that modernizing these units alongside the Air Force will enhance reserve components' effectiveness.

Hickenlooper pointed out that "Our Air National Guard fighter squadrons--like the Buckley-based 140th Wing--are responsible for 94 percent of homeland defense missions." He warned against forced reductions without replacement plans and stressed that their bipartisan bill aims to secure national security through full replacement paths for these units.

Since 1987, there has been a significant reduction in U.S. Air Force fighter fleets. The Air National Guard accounts for a substantial portion of homeland defense missions but faces challenges due to divestments without recapitalization plans. The new act seeks to maintain ANG fighter squadrons across multiple states with experienced personnel ready to protect both domestically and internationally.
